Abstract
- Montenegro is widely seen as the most advanced EU candidate in the Western Balkans – yet its path to membership remains uncertain. While all negotiation chapters have been opened, progress in closing them has been slow and uneven. Despite renewed EU enlargement momentum, the government’s ambition to complete negotiations by 2026 appears increasingly unrealistic. Persistent challenges in the rule of law, political stability, and reform implementation continue to hinder progress. The gap between formal commitment and tangible results raises questions about the depth of political will, while EU integration risks becoming more symbolic than transformative.
