- This study analyzes plastic waste generation, collection, and policy gaps across five major urban hubs - Dhaka, Chattogram, Narayanganj, Gazipur, and Narsingdi, where plastic generation exceeds 985 tons per day (with Dhaka contributing nearly two-thirds). Highlighting a dramatic rise in per capita consumption from 3 kg in 2005 to 9 kg in 2020 overall, and reaching a South Asian peak of 22 kg in Dhaka. The paper shows that formal municipal systems handle less than half of all waste. Instead, an unorganized informal network processes up to 95 per cent of non-medical hospital, 90 per cent of institutional, and 60 per cent of household plastic waste, driving value up from BDT 13–25/kg at households to BDT 31–35/kg at dealer levels. However, recycling operations remain severely un-mechanized (relying strictly on manual labour across 124 facilities surveyed, with zero fully automated systems) and lack basic safety standards, price controls, or policy recognition. To address widespread open dumping and burning, the report proposes an integrated circular economy framework that formalizes informal waste pickers, introduces Extended Producer Responsibility (EPR), and establishes localized sorting facilities to convert plastic pollution into an economic resource.
