The Syrian regime’s uncharacteristic nonviolent response to the recent uprising, that is ongoing in Suwayda Governorate since August 2023, raises a key question about the circumstances in which the relationship between the regime and Suwayda has developed over the past decade. This policy brief delves into the strategies and policies employed by the regime in its interactions with Suwayda since 2011, as well as the community's reactions, resistance patterns, and objections. It also explores the role and effectiveness of state institutions, the governance structure in terms of security and service provision, and the various local actors involved throughout the different phases. Lastly, the brief offers insights into the future prospects of Suwayda and proposes localized solutions to overcome existing challenges.
