�No one left behind� was the slogan of many international and national institutions in reaction to the crisis and social challenges posed by the Covid-19 pandemic. The pandemic and the subsequent �poly-crisis� have made clear that social protection systems, especially in the Arab region, are not sufficient, do not reach all their target groups and do not provide adequate protection for those in need. Neo-liberal policies and austerity have left the protection systems weakened and underfunded. Therefore, a new approach is needed, new policies need to be designed and advocated to improve protection and to build political and social alliances to implement policies for a stronger protection that leaves no one behind.

 لا أحد يترك في الخلف, هو شعار استعملته عديد المؤسسات العالمية والمحلية كإجابة للأزمة الاقتصادية والتحديات الاجتماعية الناتجة عن وباء كوفيد-19. وقد أوضحت اثار الوباء أن أنظمة الحماية الاجتماعية خاصة في المنطقة العربية غير كافية فهي لم تتمكن من أن تشمل الفئات المستهدفة حتى ولم تقم بتقديم الحماية الملائمة لهم. لذلك, تستوجب هاته الوضعية إيجاد واعتماد اليات مستحدثة لتدعو الى تحسين الحماية الاجتماعية وبناء تحالفات سياسية واجتماعية لتنفيذ سياسات من أجل حماية أقوى لا تترك أحدا يتخلف عن الركب.
