Doch wie stehen die Chancen für einen tatsächlich gerechten Übergang in eine kohlenstoffarme Wirtschaft, in der Beschäftigte und Gemeinden, die aufgrund der Abkehr von fossilen Brennstoffen ihre Lebensgrundlage verlieren, ausreichend unterstützt werden? In der Studie wird argumentiert, dass die USA für eine �Just Transition� aufgrund struktureller Schwächen schlecht positioniert sind. Zudem fehle es an konkreten und angemessen finanzierten Plänen. Doch macht der Autor Vorschläge, wie die Biden-Regierung auch angesichts struktureller und politischer Widerstände im Kongress eine Just-Transition-Strategie auf hohem Niveau voranbringen könnte.

With Joe Biden in the White House, the U.S. is once again taking a leading role in global climate policy. Climate change is being taken seriously as a global challenge, and ideas for a "Just Transition" have been introduced in Congress in different bills and infrastructure package proposals. But what are the chances of a truly just transition to a low-carbon economy that adequately supports workers and communities whose livelihoods will be threatened as a result of decarbonization? This study argues that the United States is poorly positioned to execute a Just Transition due to structural weaknesses and a lack of substantive, properly-financed plans. Yet the author also presents a set of recommendations for the Biden Administration that would leave a strong Just Transition legacy to build on, even in the face of structural and political resistance in Congress.
