Given that unemployment is the biggest concern for the vast majority of residents in Donetsk and Luhansk regions, creating new jobs with EU assistance (and declaring this assistance) would be the best promotion of European integration. New non-governmental organizations and movements that are engaged in civic education and promotion of good governance in the East could be the best promoters of European integration in the Donbas - also because people in Donbas have a higher trust in political information if they receive it from local residents. When communicating European integration, it is worth emphasizing the reforms and changes it means rather than formal membership.
