Abstract
The perspective from France towards the southern Neighborhood of the EU is strongly interlinked with multilateral formats and institutions around the Mediterranean: the Barcelona Process, the Union for the Mediterranean and the Summit of the Two Shores. A reductionist approach focusing merely on security cooperation and trade liberalization is seen as problematic. Against the background of the lack of momentum for regional cooperation, new initiatives need to learn from past mistakes.
