Abstract
Without successful industrial policy, developing countries cannot catch up This paper focuses on the conditions for economic and social upgrading and the role of industrial policy. The author argues that the market alone cannot trigger economic upgrading and therefore suggests that developing countries should pursue an active comprehensive industrial policy in order to catch up with the living standards of developed countries. This would require that industrial policy is combined with social upgrading since economic and social upgrading are mutually supportive.
