?he Ministry of Labour and Social Policy in Bulgaria has been trying for many years to predict the needs of specialists in different economic sectors in order to adjust the supply to labour market demand without any success. At the same time, the employers argue there is a clear shortage of human resources. On the other hand, Bulgarian workers continue to leave the country, which is one of the reasons the official decrease in the number of unemployed. Also, the state institutions acknowledge the fact that unemployed people dont find meaningful the registration in the labour offices, therefore the real number of unemployment rate is significantly higher. The large number of unknowns leads to the implementation of more chaotic government measures.
