Zusammenfassung
The Agreement on the Resolution of the Conflict in South Sudan (ARCSS) signed in 2015 between the Government of South Sudan and the Sudan Peoples Liberation Movement/Army was meant to restore peace and stability to South Sudan, but it failed to do so. The key parties to the agreement signed against the backdrop of tremendous international pressure and not out of conviction of the provisions of ARCSS. None of the signatories felt ownership of the agreement and therefore its implementation was taken as no ones responsibility. The lack of robust and effective strategies for managing disputes and the inability of IGAD and the international community to ensure that the parties delivered on what they had committed to have been key factors leading to the collapse of the peace agreement.
