Abstract
Freedom of movement is a cherished right in the European Union. Indeed, many Europeans make use of it: there were 1.7 million intra-EU immigrants in 2012 alone. Is this only a good thing. On average, EU-migrants tend to be better educated than national populations. Questions about brain drain and brain gain need to be raised. Who are the winners and losers of this development? And what are the positions of political and societal stakeholders? This study provides a rich overview based on seven country studies from three European regions.
