On 4 December 1986, the United Nations General Assembly adopted the Declaration on the Right to Development, which entitles �every human person and all peoples to participate in, contribute to, and enjoy development, in which all human rights can be fully realized�. Yet, there is controversy over the implementation of the resolution and whether a legally binding standard makes sense and is politically feasible. In this publication, Koen De Feyter argues in favor of a Framework Convention on the Right to Development. This would complement the current human rights regime with a treaty that goes beyond individual state responsibility and takes into account principles as mutual accountability, alignment of policies among partner countries and inclusive partnerships. This approach could finally unhinge the blocked negotiations on the issue between the Non-aligned Movement and the European Union.
