    Profitierend durch das moderate Wachstum der Bevölkerung im arbeitstätigen Alter und dem Anstieg wirtschaftlicher Aktivität, zeigt der kolumbianische Arbeitsmarkt eine substantielle Verbesserung seit 2011. Jedoch bleibt, trotz der quantitativen Fortschritte des Arbeitsmarktes, das Niveau der Unterbeschäftigung hoch. Gleichzeitig verbleibt die absolute Zahl der Arbeitslosen bei Zwei Millionen, während eine Abschwächung der Schwarzarbeit kaum zu vernehmen ist. Demzufolge entwickelt sich das andauernd hohe Niveau der Schwarzarbeit zu dem hervorstechendsten und emblematischsten Phänomen der neusten Entwicklungen auf dem kolumbianischen Arbeitsmarkt. Das vorliegende Dokument untersucht in diesem Zusammenhang die durch die aktuelle Regierung eingesetzte Politik zur Steuerung des Arbeitsmarktes und schlägt einige Initiativen zur Bekämpfung der Schwarzarbeit vor.

    Benefiting from the moderate growth of the Working-age Population and the upturn of economic activity, the Colombian job market reveals a substantial improvement since 2011. Nevertheless, despite the quantitative progress on the job market, the level of underemployment remains high. While the absolute number of unemployed stagnates at two million, a decrease of illegal employment is hardly noticed. In this regard, the continuous high level of black labor develops into the most prominent and emblematic phenomenon of the recent trends on the Colombian job market. The Document at hand investigates in this context the active policies, introduced by the government, to regulate the job market and suggests some initiatives to combat black labor.

  • Favorecido por el moderado crecimiento de la población en edad de trabajar y el repunte de la actividad económica, el mercado laboral colombiano muestra una sustancial mejora desde 2011.No obstante, a pesar de los avances cuantitativos del mercado laboral, el subempleo sigue siendo elevado. A su vez, el número absoluto de desempleados no baja de los dos millones de personas y la informalidad laboral no muestra síntoma de debilitamiento. Así pues, la persistencia de elevados niveles de informalidad se convierte en el fenómeno más destacado y emblemático de la evolución reciente del mercado de trabajo colombiano. A este respecto, este documento, examina las principales políticas activas de empleo implementadas por el actual gobierno y propone algunas iniciativas dirigidas a enfrentar la informalidad y el desempleo.
