    Das vorliegende Dokument unterbreitet einen Vorschlag zur Schaffung eines nationalen Systems zur Prävention und Behandlung insitutioneller Risiken, welches dazu beiträgt dem Problem der Schwächung von Insitutionen und Regierbarkeit in den von Gewalt am stärksten betroffenen Gebieten des Landes entgegenzuwirken. In seinen Ideen und Prinzipien folgt es der vergleichenden Studie über nationale und internationale Erfahrungen im Bezug zu Interventionen durch den Staat (Wills 2013). In jenem Text sagt sich eine institutionelle Krise voraus, verursacht durch illegale bewaffnete Gruppen, der Unterwanderung des Staats, der Verbreitung des Phänomens der Korruption, illegitimen politischen Autoritäten, welche illegal ihre Macht für eigene Zwecke missbrauchen, der Präsenz des illegalen Anbaus und dem Handel von Drogen, der Verletzung von essentiellen Menschenrechten, und vor allem, durch das hohe Niveau von Armut und Gewalt im Zusammenhang mit illegalen Aktivitäten. Der Text berücksichtigt ebenfalls den Gesetzesvorschlag zusammen von FESCOL und Idea Internacional (2013), nach welchem sich spezielle Normen zur Stärkung der lokalen Regierbarkeit verschreiben.

  • Proposal for a National System for the Prevention and Dealing with Institutional Risks. Eduardo Wills Herrera ; Antonio Wills Wiesner. - Bogotá : Friedrich-Ebert-Stiftung en Colombia [u.a.], [2013]. - 24 S.
    This document presents a proposal for the constitution of a national system for the prevention and treatment of institutional risks (Sinpri), which contributes to solve the problem of the weakening of institutions and governability in areas of the country that are most affected by security problems. In its ideas and principles it embarks from the comparative study of national and international experiences of interventions by the state (Wills, 2013), a text which predicts an institutional crisis caused by the presence of illegal armed groups, the undermining of statehood, an extension of the phenomenon of corruption, illegitimate political authorities that use illegal coercive power to obtain their own objectives, the presence of illegal cultivation and drug trafficking, the violation of essential human rights and, most of all, by the extremely high levels of poverty and violence associated with these illegal activities. The text also takes in consideration the legal proposal presented by FESCOL and Idea International (2013), which dictates especial norms for the strengthening of local governability.

  • Este documento presenta una propuesta para la constitución de un Sistema Nacional para la Prevención y Atención de Riesgos Institucionales (Sinpri), que contribuya a la solución de la problemática del debilitamiento institucional y de gobernabilidad en zonas del país con los mayores problemas de seguridad y convivencia. En sus ideas y principios parte del Estudio comparado de experiencias nacionales e internacionales de intervención del Estado (Wills, 2013), texto en el que se prevé una crisis institucional por la presencia de grupos armados ilegales, la captura del Estado, la extensión del fenómeno de corrupción, autoridades políticas ilegítimas que usan poder coercitivo no legal para obtener sus objetivos, la presencia de cultivos ilícitos y del narcotráfico, la violación de derechos humanos esenciales y, sobre todo, por los niveles muy altos de pobreza y de violencia asociados a las actividades ilícitas. Toma en consideración también la propuesta de ley por medio de la cual se dictan normas especiales para el fortalecimiento de la gobernabilidad local, presentada por Fescol e Idea Internacional (2013).
