Abstract
Die interne Konsolidierung der Europäischen Union ist von zentraler Bedeutung und stellt alle europäischen Akteure vor immense Herausforderungen. Die Stärkung der externen Handlungsfähigkeit der EU ist ebenso bedeutsam. Neben der GASP und GSVP braucht die EU deshalb eine wiederbelebte, verantwortungsbewusste und nachhaltige Politik im Umgang mit ihrer Nachbarschaft und den Staaten, die im Erweiterungsprozess eingebunden sind.
