Devolution is regarded as a key area within the 2010 Kenyan Constitution. The 2013 general elections eventually put in place the new system of government. Devolved governance in Kenya requires distinctness, inter-dependence and cooperation between the national and county level. Even though it was expected that it will take time for the new devolved institutions to be fully operational, the transition proved to be conflictive with levels of government and various institutions struggling over mandates and the allocation of resources. This booklet is an updated follow up to the 2012 version which was well received by Kenyan readers. It lays out roles, functions and powers in the new political order and offers a clear overview of the institutional design which is easy to understand.
