A government's budget represents its priorities. Gender Budgeting, as a determinant for public policy-making and gender-sensitive analysis of budget programs, has been inviting interest of researchers and practitioners. Up to date, more than 100 countries and regions have been working to various degrees on Gender Budgeting, since the Australian governments undertook the first and longest running exercise in integrating a gender perspective in budgetary decisions on policies and programmes in 1984. For China, the idea of gender budgets has gathered momentum since the 1995 United Nations' Beijing Platform for Action had called for "the integration of a gender perspective in budgetary decisions on policies and programs". Since then, the Chinese government has increasingly recognized that gender equality is essential for sustainable economic and social development. In particular, local governments have been motivated to experiment with gender budgets. On the one hand, this book reviews and compares the relevant issues of Gender Budgeting in Asian countries and especially in BRICS countries, as well as in certain Chinese cities with Gender Budgeting experiments. On the other hand, it introduces comprehensively and systematically the necessary technical instruments and application methods of Gender Budgeting. Thus it delivers a valuable reference system to promote the implementation of Gender Budgeting in China.
