This study by Eötvös Károly Intézet examines the Hungarian refugee quota referendum from various aspects. It analyses the Hungarian treatment of the refugee crisis, the government�s rhetoric, legal aspects, consequences for the EU, as well as societal responses. The study points out that governmental propaganda campaigns on illegal immigration and terrorism starting in 2015, were executed to authorize future actions and spread fear, prejudice and xenophobic sentiments among the population. Furthermore, the study classifies these campaigns to be illegal, as the government deliberately used false information to manipulate public opinions. Additionally, it is stated that the question of the quota referendum violated public law as the Parliament is not authorized to decide on refugee policy which can therefore not be subject of a referendum. The paper concludes that recent developments concerning the refugee crisis did not result in a general rejection of the European Union within the Hungarian society. It has to be considered though, that Hungary`s handling of the issue serves international anti-refugee movements, thus is likely to be imitated within other European member states.
