Social inequalities and economic problems were some of the main drivers of the Tunisian revolution of 2010/11. Much has changed in Tunisia since then, free elections and democratic development are internationally acclaimed. However, real economic reform to increase and secure decent employment has not yet taken root. The authors of this study, renowned experts of development economics, propose a way forward out of the crisis of underemployment.
