Das ungarische �STOP Soros�-Gesetzespaket - Warum kämpft die Regierung gegen Menschenrechtsorganisationen?

Anfang 2018 schlug die ungarische Fidesz Regierung das sogenannte �Stop Soros�-Gesetzespaket vor, mit dem alle in Ungarn ansässigen und registrierten Organisationen, die �Migration unterstützen�, zukünftig dazu verpflichtet wären eine Arbeitserlaubnis zu beantragen. Die Regierung würde damit eine Rechtsgrundlage dafür schaffen, um selbst zu entscheiden, welche Organisationen in der Zukunft im Bereich Migration und Asyl in Ungarn arbeiten dürfen. Der Gesetzesentwurf wurde am 20. Februar zum ersten Mal im Parlament debattiert, ein Votum hat es aber bislang nicht gegeben. Diese Analyse erklärt einerseits die mögliche Zukunft des Gesetzespakets, andererseits verschafft sie einen Einblick in die Motivation und Strategien der ungarischen Regierung, NGOs im Bereich Migration und Asyl zu kontrollieren.

In early 2018 the governing Fidesz party in Hungary proposed the package of bills called �Stop Soros� to oblige organisations that �support migration�, this includes helping asylum seekers and refugees to apply for a newly-created work permit. Fidesz is seeking the legal authority to decide which organisations can operate. The �Stop Soros� Act was discussed in the Parliament on 20th February 2018, but a votum has not taken place yet. This policy briefing is not only explaining the possible future of the �Stop Soros� Act, but it is also giving an insight into the motivation and strategies of the Hungarian government to control the NGO sector working in the field of migration and asylum in Hungary.
