RomaniaŽs foreign policy consensus has proven successful over the past three decades: it has allowed the country to remain an island of relative domestic stability, a predictable partner, and a bulwark of the liberal world in Eastern Europe and the Black Sea region. The certainties on which this consensus has been built are no longer so secure, however, and Romania's current foreign policy "climate of ideas" may be constraining the country's true potential in the face of current global transformations.
