Abstract
Building consensus on a permanent constitution is an important step towards the creation of a new political order. Participation in such consensus-building must extend beyond the elites to include South Sudanese citizens at large. The Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) of 2018 prescribes a participatory people-centered constitution-making process. This policy brief gleans lessons from the past and takes stock of the present to formulate recommendations for an inclusive, credible path to a permanent constitution for South Sudan.
