Enlargement is more than merely a formal process. It involves the convergence of societies and transcendence of borders in order to develop Europe further. Instead of isolating ourselves in a state of anxiety we need courage for the collective. The EU has made considerable efforts to bring peace to the states of the Western Balkans and to foster democracy. Now it needs to take it further with substantial offers, in solidarity with the people of the Western Balkans and as a sovereign power in Europe to safeguard the promise of peace, democracy and the rule of law. The EU has no future as an island.
