There is no predefined path which a transitional justice process must follow but the institutions working on the process must be given the tools needed to achieve its objectives. This booklet is one of such tools. It reflects the beginning of an energetic public debate on this topic. Its objective is to establish a framework for Syrians at home and abroad to promote dialogue among relevant stakeholders, find common ground and broaden communal support for undertaking the course on transitional justice.
