  • This paper examines how the OSCE can address operational gaps in a contested post-war environment, drawing on its field mission experience. The core argument is that the Organization should avoid hard security roles and status disputes — but it can, and should, move quickly to build modular, technical capabilities in demining, border security management, election governance, and minority rights protection. The paper's central caution is that the OSCE's principal vulnerability is not mandate or legitimacy, but institutional unreadiness — compounded by chronic staff and budgetary constraints — which could leave the Organization unable to deliver assistance precisely when it is most needed.
