  • Europe’s clean-tech future depends not on choosing between startups and incumbent firms, but on connecting their complementary strengths. Drawing on the industrial policy experiences of Japan and South Korea, this paper shows how a systems approach can foster collaboration to accelerate innovation in emerging industries such as batteries, carbon capture, and hydrogen, while helping decarbonise established sectors, including steel and chemicals. By aligning startup policy with industrial strategy, Europe can strengthen competitiveness, resilience, and sustainable growth.
