After the European Union (EU) failed to prevent the disaster in the Balkans in the 1990s, the year 2000 heralded a new beginning in the EU�s relations with the Western Balkans (WB).For the first time in its history the EU was involved especially in BiH, together with the wider international community, in a state-building process having at its disposal different instruments.
