The purpose of the paper ''Financing Energy Efficiency Retrofits in the Built Environment in Albania: Barriers and Opportunities'' conducted by the Environmental and Territorial Management Institute is to identify the main barriers that prevent investment in energy efficiency. One of the most common barriers found is the lack of alternative financing opportunities in the market. The project addresses a series of innovative financial schemes which EU countries have already implemented such as the Revolving Fund scheme, ESCO and soft loans that can easily overcome the barriers found and pave the way for energy efficiency investment by meeting the European Union targets.
