  • The study analyzes the state of affairs in Iraq and offers lines of action for stakeholders such as trade unions, employers, ministries and local governments, beneficiaries, civil society activists or international institutions. The study describes the legal framework and the situation on the ground. It concludes with some recommendations for stakeholders.
