It is apparent that the institutions in B&H, and to some extent in Serbia and Croatia do not have a clear strategy on how to manage the migration process in full respect of human rights, which is a direct consequence of the lack of consensus of leading political parties on migration (in B&H), lack of clear, enforceable, human rights-based and public strategies that are not being pro forma adopted, the lack of material resources and human resources coupled with the reluctance of the authorities to find a solution to the problem, and the poor attitude of decision makers and executors towards migration. In addition to this, following the example of the rest of Europe, the anti-migrant feeling in the B&H/RS/RC triangle is increasing due to the strengthening of right-wing ideology, various conspiracy theories, and the inability of state bodies to properly deal with large numbers of refugees and migrants.
