Political and economic legacies of the pre-communist past favoured democratic consolidation in most of Central Europe while Eastern and South Eastern European democracy has suffered from severe handicaps. At their root has been the underdevelopment of civil society. General prosperity is the key to further democratic development. EU membership may prove a mixed blessing.
