In May the European Commission presented its proposal for the new Multi-annual Financial Framework of the European Union (EU) for 2021 to 2027 and its financing. The presentation and the negotiations of the new Multi-annual Financial Framework come at a time when the EU is facing a whole raft of major internal and foreign policy challenges. In this study, the author provides a progressive perspective on the European Commission�s proposal as well as progressive proposals and starting points for its further development.
