Russian in ­tegration model aims to link the struggling regions with the key political, legal, eco ­nomic, social, cultural spaces and in public discourse. Peacetime settings create an appetite for renewed legitimacy and accountabil ­ity in local governance that could be acquired by means of regional elections. The publication was prepared in cooperation with Royal United Services Institute(RUSI) and Friedrich Ebert Foundation. As the level of violence has dramatically dropped, mili ­tary, law enforcement and judiciary practices that leave room for irregularities, such as violence and corruption, should be systematically investigated and outlawed.
