Financialandmutualinvestmentcooperationwillmakethebilateralrelationshipmore balancedandsustainable.Bothcanlearnfrom eachotherwithregardtotheir developmentexperiences.AstothethirdpartyfactorintheSinoLatin American relationship , hearguesthatallsidesshouldfollowlogicofglobalisationandwinwin thinkingratherthancompetitionbetweenspheresofinfluence. FromtheperspectiveofLatin Americanscholars , Ruizpointsoutthat ChinaspresenceinLatinAmericaisbothfearedandneeded ( Chapter4 ) .China hasaclearerunderstandingoftheregionsdiversityandhasmoreincommon withtheregionthantheEUwithregardtotheinternationalsystem.Besidesthe economicinfluence , shepointsoutthatChinaspoliticalinfluenceshouldbe noted.Atthesametime , RuizarguesthatChinawillnotbeasubstituteforthe USandtheEUbecauserealinterestsandvaluesmustbethebasisforLatin Americasrelationswithotherregionsandcountries. 2.犕犈犚犆犗犛犝犚狊犚犲犾犪狋犻狅狀狊狑犻狋犺狋犺犲犈犝犪狀犱犆犺犻狀犪 ManyexpertsarguethattheEUstraderelationshipwithMERCOSURhas a NorthSouth character , butalso underlinethatthe ChinaMERCOSUR relationshiphassimilarcharacteristic.BarralandRibeiro ( Chapter5 ) suggest thatMERCOSURsintegrationintotheChineseeconomyinthefirstdecadeof thetwentyfirstcenturyseemstobereminiscentofa NorthSouth paradigm typicalof the nineteenth century:the exchange of raw materials and manufacturedproducts.MERCOSURhaswitnessednotonlyboomingtradewith China , butalsochallengestotheregionslocalindustriesandcompetitionin exportstothird markets.However , theauthorsdonotobjecttotrade with China , andtheyarguethatMERCOSURshouldmaintainthistraderelationship , whileincreasingthecompetitivenessofitsindustrialproducts.CarvalloSpalding ( Chapter6 ) agreeswiththeaboveargumentsandfurthersuggeststhatrelations with Chinaareevolvinginto cooperation on valueadded production and infrastructure.Hesuggeststhat MERCOSURshouldusedesignpoliciesto enhance education , infrastructure , innovation , a favourable investment environmentand cooperation betweenthe publicand privatesectors.Lu Guozheng , too , emphasisesthispositiveattitudetothefuturedevelopmentof MERCOSURChinarelationsinChapter7.
