USpolicytowardsLatin America wascharacterized , uptotherecent SummitoftheAmericas , byasortof “ benignneglect ”, especiallywithregardto SouthAmerica.WashingtonreliedespeciallyonBrazilasthemajorforceinthis subregion.AnopenconflicthasexistedsincetheEU changeditscommon positiononCubaandcommenced , underSpanishleadership , apolicyofdetente , whichiswhattheObamaadministrationisnowofferingtheCubangovernment. FortheEuropeansidetheimpactofUSpolicyonitsactionsinLatinAmericahas been moresystematiconcertainissues , forexamplethedrug warandthe conceptsusedbytheUSintheimplementationofitsstrategy.Ingeneralterms , bothsideshavehadtoreconciletheirpositionsinmultilateralorregionalforaand withintheframeworkoftransatlanticrelations.Withintheframeworkofthe EUspolicyon Latin Americatheconceptofatransatlantictrianglebetween LatinAmerica , theUSandtheEUhasnevergainedmuchpurchase.
