Asaconsequence theintergovernmentalconceptconcentratesdecisionstoo muchonsummitsandishostagetounanimity afaultthathasalsoplaguedthe EUattimes.Pea althougha professionaloptimist seesariskofa deteriorationofMERCOSURscredibilitybecauseoftheprecariousstateofits procedures.Moreover from 1991until2007 only47percentofcommon MERCOSUR norms weretransposedto nationallegalframeworks.Some nationalcourtsstillhavedifficultyregardingandacceptingMERCOSURpolitical orlegaldecisionsasguidingorbinding.Untilrecently suchdecisionswerenot evenregularlypublished.Thesituationprovokedseriousquestionsconcerning
