FromaLatinAmericanperspective , themainchallengeistoavoidbeing suckedintowhatmostLatinAmericanswouldcall “ neocolonialism ” revisited , wherebytheregioncontinuestosupplyrawmaterialstodevelopedeconomiesin exchangeforvalueaddedproductsandservices.Escapingthistraphasalways beenacentralplankofLatin Americaneconomicthinking.Underlyingthis perceptionisastronglyheldsenseofalonghistoryofexpropriationofthe regionsnaturalresourcesatthehandsofpowerfullocalelitesoperatingatthe behestofforeigninterests.Itisthereforeunderstandablethatpublicopinionin someofthesecountriesiseasilyledtointerpretinstarktermsattemptsby foreignenterprisesandgovernmentstoensurelongterm accesstolocalraw materials.Theelectioninrecentyearsofleftwinggovernmentsthroughoutthe regiongoessomewaytowardsexplaininggrowingeconomic , especiallyenergy , nationalism.Itexpressestheunderlyingaspirationtoensurethattheregions richesgenerateprosperitybackhomeandforall , notjustafavouredfew.
