VII. RECOMMENDATIONS 1. The Need for Comprehensive, Standardized, Reliable, and Timely Statistics Today, there is a deep statistical gap that is essential to solve in order to have the essential updated information to make diagnoses, propose any reforms, and conduct actuarial studies. There are multiple international and regional agencies that compile statistical information, but it is published by long intervals of time, it does not cover all the essential aspects—especially finan cial ones—and there are contradictions among them. Every three years, the ILO(2018) publishes the World Social Protection Report, a very valuable report including statistics—among other programs—of contributory and non-contributory pensions, their legal and effective coverage, entitlement condi tions, contributions, amount of benefits, tax expenses, etc. However, as it is 207
