Charter of the Economy 6.2. Status of Implementation A decade has already elapsed since the enactment of the 18 th Amendment. This is the appropriate time for review of implementation of the various provisions in the Amendment. First, given the devolution of functions, has the Federal Government contracted in terms of the number of Divisions? Prior to the Amendment, there were 50 Divisions. By 201112, the number had come down to 32. Many of the Divisions performing Social Welfare and other functions like Labor and Manpower, Livestock and Dairy Development, Local Government and Rural Development, Minorities, Population Welfare and so on were closed down. There has, however, been a‘Division Creep’ in subsequent years. There are now 40 Divisions. A list of these Divisions is given in Chart 6.3.
