Representation by Special Groups The local government laws passed by the Provincial Governments have made provisions for representation for different groups, including the following: The latest position is as follows: % Share in Seats* of Women Labor/Peasants Youth Minorities Technocrats 15 33 0 5 0 2 1- 10 0 3 The largest quota is for women. It ranges from 15 percent to 33 percent, with the highest share in Sindh. Shares for the other special groups are small, and in some local governments in the country there is no representation of particular groups. *Range among Provinces 8.6. Implementing Devolution Implementation of the Supreme Court Decision: The Supreme Court has passed a judgement on the 31 st of March 2021 ordering the restoration of local governments in Punjab. This decision must be implemented forthwith. Any future dissolution of local governments must have the concurrence of the Local Government Commission in a Province. Need for Support to Local Governments: Local governments have historically faced problems in local elections due to the lack of willingness of the political party in power at the provincial level to accepted diversity at the local level. Also, theoverpowering bureaucracy in the provincial line departments is frequently not willing to delegate powers to local functionaries. For example, the formation of the District Education Authority and the District Health Authority in Punjab are parallel structures to local governments in the Province and need to be dissolved. Quoting Success Stories of Local Governments: There is need to highlight achievements of local governments to facilitate popular acceptance of their existence and role.
