PERSPECTIVE LABOUR AND SOCIAL JUSTICE ­GLOBAL SKILLS PARTNERSHIPS ON MIGRATION Challenges and Risks for the Health Sector Remco van de Pas, Corinne Hinlopen November 2020 Global skills partnerships (GSPs) can contribute to global health workforce de­velopment, if they balance the interests of source coun­tries, destination countries and migrant health workers. Most GSPs are concerned with short-term return on investment in the destination country and ignore(inclu­sive) development objectives in the country of origin. Many GSPs are constructed as public-private partnerships, with public finances subsidis­ing commercial interests, rath­er than the other way around. GSPs should be based on existing normative and ethical policy frameworks that guide health labour de­velopment and mobility.
