THE ALBANIAN PUBLIC'S TRUST IN SECURITY: STUMBLING BLOCKS TO EU NEGOTIATIONS The SPO itself is only accountable to the Supreme Council of the Prosecutions, itself a creation of the Justice Reform, which is accountable only to two supervisory institutions set up by countries that have deeply contributed to the process of the justice reform: OPDAT which is the supervisory body set up by the US, and EURALIUS which is the supervisory body set up by the EU. It is evident by their existence, that these institutions were created to facilitate the uprooting of high levels of corruption which could not be undertaken through a more normal procedure that involved less meddling and disruption to the justice system. If we look into the results of the ASB public perception survey on the changes that are expected to happen to the effectiveness of the fight against corruption and organized crime after the establishment of the SPO(SPAK in Albanian), we see that public opinion on the matter is evident. For the public to have such high regard for an institution and a group of institutions that have yet to be established shows both that the perception of the effectiveness of the current justice institutions is incredibly low and that much trust has been put into these new institutions. Their popularity is probably due to the sheer need for them to exist, but also because of the international involvement in their implementation, which lends them legitimacy and a positive reputation in the eyes of the public. 73
