The Private Sector According to the most prestigious evaluations on the matter, the business climate in Albania is problematic. From the perspective of law enforcement, this becomes a problem twice unto itself as such a climate hinders proper development of businesses and investments while providing the perfect conditions for organized crime to infiltrate an impoverished private sector.
