Germany invests billions in the development of new digital technologies, products and processes. Yet, as an analysis of federal and state expenditures on research and development shows, they have set the wrong prioritities. Instead of concentrating on technical innovations alone, sustainable policy should focus on the needs of users and, therefore, people. Digital innovation policy should not lose sight of social innovations.
