This report captures the perspectives of members of Governorate councils, and examines their experience. It attempts to identify where councils are succeeding, and where there is room for improvement. It is not a critique of a policy or an attempt to judge the process of decentralization. This report aims to provide insights that support the overall implementation of decentralization. All participants expressed their support for the concept of decentralization and provided perspectives valuable to a lessons learned discussion.
