The ongoing debate about digitisation in Germany is essentially determined by the concept of �Industry 4.0� � the digitisation of production. However, innovation in this context is mainly defined in technical terms and therefore not suitable to comprehensively shape the digitisation process in companies. Rather �Industry 4.0� has to be understood as social innovation so that innovation policy will take into account the societal dimension of digitization.
