The ongoing debate about digitisation in Germany is essentially determined by the concept of ‘Industry 4.0’ – the digitisation of production. However, innovation in this context is mainly defined in technical terms and therefore not suitable to comprehensively shape the digitisation process in companies. Rather ‘Industry 4.0’ has to be understood as social innovation so that innovation policy will take into account the societal dimension of digitization.
