The Monitoring of Bulgaria�s Membership in the European Union 2012�13 production, which examines Bulgaria�s membership in the EU, is a renewed and continued effort of the team of experts who worked on three publications in 2000�02, entitled Monitoring of Bulgaria�s Accession to the European Union. This monitoring was initiated because Bulgaria has been a full-fledged EU Member State for seven years now, and, instead of improving, its socio-economic situation has deteriorated, particularly in the past few years. (Indubitably, the global financial and economic crisis had its impact on Bulgaria as well.) The assessments of various observers have indicated that a great number of Bulgaria�s problems are internal and need to be addressed. The authors have chosen a practical approach, so that institutions are best facilitated in finding relevant solutions.
