Die Armee sei auf ihre Mission nicht vorbe­reitet gewesen, die militärischen Ziele blieben lange unklar, zudem hätten dem militärischen Geheim­dienst nur mangelhafte Informationen vorgelegen, und die Minister des Sicherheitskabinetts seien über die konkrete Situation weitgehend im Dunkeln ge­blieben. Dabei geht es vor allem um die unterirdi­schen Tunnel, die die Hamas gräbt, um Terrorkom­mandos nach Israel zu schleusen. Shapira wirft der Regierung außerdem vor, keine diplomatischen Anstrengungen unternommen zu haben, um den Krieg abzuwenden. Israel habe die wirtschaftliche Lage im Gazastreifen und die Finanzkrise der Ha­mas-Führung ignoriert und mit der Einfrierung der palästinensischen Steuern und Zölle wenige Monate zuvor noch forciert. Sollte die sich verschärfende humanitäre Krise nicht aufgefangen werden, so fürchten Experten, dann sei eine weitere militärische Konfrontation nur eine Frage der Zeit.
