Regierung präsentiert den neuen Fünfjahresplan Die syrische Regierung hat den elften Fünfjahresplan angenommen, welcher die Wirtschaftsstrategie des Landes für die nächsten fünf Jahre bestimmen wird. Seit der Machtübernahme der Ba’ath Partei 1963 folgten die Fünf ‐ jahrespläne der Logik der sozialistischen Planwirtschaft. Der letzte Fünfjahresplan, der die Jahre 2005 ‐ 2010 ab ‐ deckt, wurde hingegen bereits unter neuen Voraussetzun ‐ gen entworfen, nachdem die Ba’ath Partei sich dem wirt ‐ schaftlichen Entwicklungsmodell der„Sozialen Markt ‐ wirtschaft“ verpflichtet hat. Syrian Government Adopts 5-Year Plan with 4.3 trillion in Targeted Investments „The plan sets a number of priorities. They include a target for annual GDP growth of 5.7 percent on ave ‐ rage. In order to reach this target the economy will need some SYP 4.3 trillion in investments. The Go ‐ vernment plans to pour in some SYP 2 trillion and expects the private sector to invest around 2.3 trillion. The level of investment required is twice the level required for the 10th 5 ‐ year plan. The reduction in population growth is also among the priorities for the Government, which wants to reduce it from an annu ‐ al rate of 2.45 percent currently to a rate of 2.1 percent at the end of the period.(…) The third main priority, as presented by Mr Lutfi[Head of the State Planning Commission] is the increase in the quality of human resources so that productivity increases.(…) Under the human resources category the Government inc ‐ ludes education, health, culture and social protection. Had the Govern ‐ ment not entered the path of reform and liberalizati ‐ on Syria would have faced tremendous difficulties, Mr Dardari said.” The Syria Report, 15.11.2010(www.syria ‐ report.com) Diskussionsrunde “Wenn ich nach dem elften Fünfjahresplan gefragt werde, sage ich: Ich mache mir Sorgen um die Um ‐ setzung und die Beurteilung des kommenden Fünf ‐ jahresplans. Die Gedanken und Ansätze darin sind schön. Dass es eine Reform der Verwaltung und Institutionen geben soll und wir ein neues Arbeitsge ‐ setz bekommen sollen, das über eine Flexibilität ver ‐ fügt, die einen Produktionszuwachs garantieren und den Arbeiter, der arbeitet nicht mit dem, der nicht arbeitet, gleichstellen soll, sind zwei mehr als positive Aspekte. Dass wir ein neues Vertragsgesetz bekom ‐ men sollen, welches für die Richtigkeit und Einfach ‐ heit der Vertragsabschlüsse und Ausschreibungen zwischen dem öffentlichen und dem Privatsektor sorgen und die Projekte und Reformen nicht verzö ‐ gern soll, ist auch eine schöne Sache. Aber wir haben immer das Problem der Umsetzung. Wir müssen nicht weit gehen, das Beispiel liegt uns in den Ergeb ‐ nissen des zehnten Fünfjahresplans vor, bei dem die Ausführenden in vielen Aspekten gescheitert sind.
